A new scheme has been started on 22 October 2022 for the farmers buying seeds in Rajasthan. The name of this scheme is Rajiv Gandhi Kisan Beej Uphar Yojana. Under the Rajiv Gandhi Kisan Beej Uphar Yojana, farmers buying seeds from the corporation will be given 1-1 tractor in each district through lottery. The Mahatma Gandhi National Rural Employment Guarantee Act was implemented by the government of India in the Indian Economy to create job opportunities for the rural people.The MGNREGA guarantees the “right to work” for the Indian people. The act reduces unwanted migration for job search or casual work. The implementation of the scheme in the Indian Economy has increased the number of jobs in the Indian economy over the years. MGNREGA Prime Minister P.V. Narasimha Rao proposed the MGNREGA in 1991. The MGNREGA was passed in the Parliament and was previously known as NREGA. The NREGA was known as NREGA. Initially, the act was launched with the goal of the generation of employment for agricultural labourers in the period of shortages. In the Indian Economy, the act was implemented for the development of the infrastructure and to ensure food security. The scheme in the Indian economy was associated with the act previously known as the Employment Assurance Scheme. This was merged later on with the Food for Work Programme in the 2000s and came to be known as MGNREGA. Key Facts The Program offers guaranteed employment for 100 days to all those who are willing to work at the minimum wage as fixed by the government. 14 days is the minimum period to apply for work whereas there is no upper limit for the same. The applicant is entitled to receive unemployment allowance in case work is not assigned to him within 15 days. The unemployment allowance is granted as 1/4th of the minimum wage for the initial 30 days and half of it for the following period. The work is preferably provided within the radius of 5 km of the village. In case the work is provided beyond 5 km radius, the person becomes entitled to receive a travel allowance at the rate of 10%. The implementing agencies are also responsible for providing facilities like proper drinking water, safe work environment, medical facilities, ex-gratia payment etc. to the workers. The frequency of payment is preferably on a weekly basis and cannot be delayed more than 15 days from the date when the work was done. If so, the worker has the right to claim delayed-payment compensation. In case of grievances, the redressal is to be within 7 days of the complaint. Objectives of MGNREGA The main objective of MGNREGA in the Indian economy is to provide a guaranteed wage for 100 days of unskilled work in rural areas. The MGNREGA also aims to decrease the migration of unemployed labourers from villages to cities in search of work. The employment given to the labourers  above 18 years within a radius of 5 km from the labourers’ home. The labourer is provided with a job of applying within 15 days and if any problem occurs during the employment, the labourer is paid an unemployment allowance under the Mahatma Gandhi National Rural Employment Guarantee Act. The sum accrued at maturity would stand at – A= P x (1+R/N) ^ (Nt) = Rs. 4,33,883 Components of the RD Interest Rates in Post Office 2024 Tenure Unlike the recurring deposit at banks, post office RD tenure is fixed, i.e. 5 years. Most people open an RD account to use it as immediate support in case of any inevitable emergency in the coming years making it an instrument being used as a medium-term investment option. Presently, an RD account in a Post office has a minimum tenure of 5 years, which means one needs to ensure that his/her account is active during this period. If one wants to continue with the RD account even after 5 years, there is a provision for the same under which the RD can be extended to 5 more years making the maximum tenure is 10 years.  Minimum and Maximum Deposit A recurring deposit is one of the most preferred investment tools to earn good returns on your monthly investment. The minimum deposit is kept very low to ensure that it’s under the budget of people who are often skeptical about the deposit amount and rate of interest. As per the post office RD rules, the minimum deposit is Rs. 10 per month and the maximum deposit has got no limit. One can increase the deposit amount in multiples of Rs. 5, ensuring that they invest whatever amount is feasible. Dates of Deposit A post office RD requires a total of 60 deposits during the tenure, i.e. one deposit every month for 5 years. The first deposit is made when the user opens the account following the subsequent monthly deposits to be made on or before a particular date, depending on the date the account was opened. Coming down to the exact dates, individuals who open their account between the 1st and 5th of a month must make the monthly deposits every month for the next 5 years. Accounts opened after the 15th of a particular month are needed to make the payments between the 16th and the last day of subsequent months. For making deposits, one can use the model of demand draft, pay order or a cheque. Penalties on Delayed RD Deposits A post office RD allows the account holder with a maximum of 4 such defaults; in case he/she fails to make the 5th monthly payment in his/her account, the account becomes inactive (discontinued account). Such discontinued accounts can be revived within 2 months of the 5th default. According to the post office RD rule, a default penalty of 5 paise is charged for every 5 rupees which are going to be deposited in the account. The bank charges this fine to be paid in addition to the previously missed deposit amount in order to activate the account. Mukhyamantri Kisan Mitra Urja Yojana:- The condition of the farmers of our country is not financially stable even today. Various types of efforts are made by the government from time to time to improve the economic condition of the farmers. So that the income of the farmers can be increased. Various types of schemes are also being run by the Rajasthan government to increase the income of farmers. One such scheme is the Chief Minister Kisan Mitra Urja Yojana . Through this scheme, subsidy is provided in the electricity bill of farmers. Chief Minister Kisan Mitra Urja Yojana 2024 This scheme has been started by the Chief Minister of Rajasthan, Shri Ashok Gehlot ji on 9th June. Through Mukhyamantri Kisan Mitra Urja Yojana, subsidy is provided on electricity bills to the metered farmer consumers of the state. This subsidy amount is maximum ₹ 1000 per month and maximum ₹ 12000 per year. Under this scheme, electricity bill will be issued to all eligible agricultural consumers by the Electricity Distribution Corporation on the basis of bi-monthly billing system. 60% of the amount of the electricity bill is payable every month on a proportionate basis. If the consumer’s refill amount in any financial year is less than ₹ 1000 then in this case the balance adjustment will be done in the next remaining month of the same financial year. If a new connection is issued in the middle of the year, in that case the annual limit of subsidy will be payable proportionately. Every month, information regarding the number of all beneficiary farmers and the grants given to them will be provided to the Finance Department. The Electricity Distribution Corporation will have to provide information to the Finance Department including the additional grant amount to be provided under this scheme and the proposal for the next financial year. This information will have to be provided through the BFC meeting. So that the provision of grant amount can be ensured by the Finance Department. The beneficiary has to link his/her electricity account number with Aadhaar number and bank account number to receive additional subsidy amount. In case of misuse of electricity by the consumer or theft of electricity or in case of electricity theft and damage to corporation property, the subsidy amount will be provided to the consumer in the next billing month on his being acquitted or after depositing the entire charged amount. Panchayati Raj Institution (PRI) is a system of rural local self-government in India. Local Self Government is the management of local affairs by such local bodies who have been elected by the local people. PRI was constitutionalized through the 73rd Constitutional Amendment Act, 1992 to build democracy at the grass roots level and was entrusted with the task of rural development in the country. In its present form and structure PRI has completed 26 years of existence. However, a lot remains to be done in order to further decentralization and strengthen democracy at the grass root level. How did Panchayati Raj System Evolve in India? Vedic Era: In the old Sanskrit scriptures, word ‘Panchayatan’ has been mentioned which means a group of five persons, including a spiritual man. Gradually the concept of the inclusion of a spiritual man in such groups vanished. In the Rigveda, there is a mention of Sabha, Samiti and Vidatha as local self-units. These were the democratic bodies at the local level. The king used to get the approval of these bodies regarding certain functions and decisions. Epic Era indicates the two great epic periods of India, that is, the Ramayana and the Mahabharata. The study of Ramayana indicates that the administration was divided into two parts – Pur and Janpad or city and village. In the whole of the state, there was also a Caste Panchayat and one person elected by the Caste Panchayat was a member of the king’s Council of Ministers. Self-government of a village finds ample expression in the ‘Shanti Parva’ of the Mahabharata; in the Manu Smriti as well as in Kautilya’s Arthashastra. As per the Mahabharata, over and above the village, there were units of 10, 20, 100, and 1,000 village groups. ‘Gramik’ was the chief official of the village, ‘Dashap’ was the chief of ten villages, Vinshya Adhipati, Shat Gram Adhyaksha and Shat Gram Pati were the chiefs of 20, 100, and 1,000 villages, respectively. They collected the local taxes and were responsible for the defense of their villages. Ancient Period: There is a mention of village panchayats in Kautilya’s Arthashastra. The town was referred to as Pur and its chief was the Nagarik. Local bodies were free from any royal interference. During the Mauryan and Post-Mauryan periods too, the headman, assisted by a council of elders, continued to play a prominent role in the village life. The system continued through the Gupta period, though there were certain changes in the nomenclature, as the district official was known as the vishya pati and the village headman was referred to as the grampati. Thus, in ancient India, there existed a well established system of local government which was run on a set pattern of traditions and customs. However, it is significant to note that there is no reference of women heading the panchayat or even participating as a member in the panchayat. Medieval Period: During the Sultanate period, the Sultans of Delhi divided their kingdom into provinces called ‘Vilayat’. For the governance of a village, there were three important officials – Mukkaddam for administration, Patwari for collection of revenues, and Choudhrie for settling disputes with the help of the Panch. The villages had sufficient powers as regards self governance in their territory. Casteism and feudalistic system of governance under the Mughal rule in the medieval period slowly eroded the self-government in villages. It is again noteworthy to note that even in the medieval period there is no mention of women participation in the local village administration. British Period: Under the British regime, village panchayats lost their autonomy and became weak. It is only from the year 1870 that India saw the dawn of representative local institutions. The famous Mayo’s resolution of 1870 gave impetus to the development of local institutions by enlarging their powers and responsibilities. The year 1870, introduced the concept of elected representatives, in urban municipalities. The revolt of 1857 had put the imperial finances under considerable strain and it was found necessary to finance local service out of local taxation. Therefore it was out of fiscal compulsion that Lord Mayo’s resolution on decentralization came to be adopted. Following the footsteps of Mayo, Lord Rippon in 1882 provided the much needed democratic framework to these institutions. All boards (then existing) were mandated to have a two-thirds majority of non-officials who had to be elected and the chairman of these bodies had to be from among the elected non-officials. This is considered to be the Magna Carta of local democracy in India. Local self-government institutions received a boost with the appointment of the Royal Commission on centralisation in 1907 under the Chairmanship of C.E.H. Hobhouse. The commission recognized the importance of panchayats at the village level. It is in this backdrop that the Montagu Chelmsford reforms of 1919 transferred the subject of local government to the domain of the provinces. The reform also recommended that as far as possible there should be a complete control in local bodies and complete possible independence for them from external control. These panchayats covered only a limited number of villages with limited functions and due to organisational and fiscal constraints they did not become democratic and vibrant institutions of local self government at the village level. However, by 1925, eight provinces had passed the Panchayat Acts and by 1926, six native States had also passed panchayat laws. Local bodies were given more powers and functions to impose taxes were reduced. But, the position of the local self-government institutions remained unaffected. Post–Independence Period: After the Constitution came into force, Article 40 made a mention of panchayats and Article 246 empowers the state legislature to legislate with respect to any subject relating to local self-government.
