Tripartite MoU signed among USOF, Prasar Bharati and ONDC

Universal Service Obligation Fund (USOF) under Department of Telecommunications (DoT), signed a tripartite MoU with Prasar Bharati (under the Ministry of Information & Broadcasting) and Open Network for Digital Commerce (a Digital Public Infrastructure (DPI) initiative of Department for Promotion of Industry and Internal Trade, Ministry of Commerce & Industry) to proliferate affordable and accessible digital services across the country. The objective of the MoU is to bundle broadband services with OTT and e-commerce platform for the rural India riding on BharatNet infrastructure under the USOF. The Prime Minister’s vision and unwavering commitment to foster a conducive environment for digital innovation underpins this truly unique collaboration synergizing connectivity, content and commerce to empower the rural India. The MoU was signed in the presence of Dr Neeraj Mittal, Secretary (Telecom); Shri Niraj Verma, Administrator, USOF; Shri T Koshy, MD & CEO, ONDC, Shri A K Jha, ADG, Platforms, Prasar Bharati and Shri Sunil Kumar Verma, Joint Secretary, DoT. The USOF has been instrumental in enabling highspeed broadband and mobile connections across Gram Panchayats (GPs) and villages in the country. This MoU will enable the bundled Prasar Bharati OTT as a service, including linear channels, Live TV and on-demand content, among the end consumers while USOF will ensure efficient and high-speed broadband services in rural and remote areas. The national public service broadcaster, Prasar Bharati, with an unparallel legacy content, consumer reach and brand recall, will source and produce content that will run on its OTT platform. In addition, the Open Network for Digital Commerce (ONDC), a leading player in digital infrastructure, will provide the technical expertise and necessary framework in enabling digital commerce in products & services. This will be expanded to cover more services like education, health, training, credit, insurance, agriculture amongst others. The event hosted at IIIT Hyderabad brought together leaders, innovators, and stakeholders from various sectors to explore the diverse applications and implications of the Sangam Digital Twin initiative. Building upon the momentum generated by previous events at Delhi and Bangalore, the Hyderabad programme featured deliberations primarily focused on the expertise and technological developments undertaken by the industry and startup eco-system in India, that may be retrofitted to achieve the goals of Digital Twin initiative. Joining virtually, Dr Neeraj Mittal, Secretary Telecom highlighted the convergence of major tech players, startups, and talent in the area, and underscored the programme’s aim to explore cutting-edge solutions for integrated infrastructure planning and execution through Digital Twin technologies.  The Secretary also drew attention to the significance of Hyderabad as a burgeoning technical hub. He also articulated the need for large-scale deployment of digital twins across diverse sectors, illustrating with an example of aligning road construction with environmental considerations. Secretary (Telecom) inaugurates Centre for Broadband Proliferation in Rural Area

Research Paper on Rural Broadband prepared by CBBPiR, released by Secretary (Telecom) National Telecom Institute for Policy Research, Innovation & Training also conducts a workshop on “Creating Ecosystem for faster Proliferation of Broadband Services in Rural India” Dr. Neeraj Mittal, Secretary (Telecom) today digitally inaugurated Centre for Broadband Proliferation in Rural Area (CBBPiR), marking a significant stride towards bridging the digital divide. He also released a research paper on Rural Broadband by CBBPiR. Shri Shailesh Kumar Singh, Secretary (Rural Development) was present as the guest of Honour and delivered the special address.  Shri R. R. Mittar, Director General (Telecom), and Shri Niraj Verma, Administrator (USOF) also addressed the gathering as special guests. In his address, Dr. Mittal underscored the pivotal role of accelerating village economy to realize the national vision of achieving a developed economy status by 2047. Stressing on the imperative of high-speed solutions complemented by cutting-edge technologies like AI and edge processing, the Secretary highlighted the Department of Telecom’s unwavering commitment to democratise opportunities and extend digital access to all citizens. Moreover, Dr. Mittal reiterated the recent Tripartite MoU signed by the DOT with Prasar Bharti and ONDC, underscoring the collaborative efforts towards enhancing digital inclusivity and connectivity in rural areas. Appreciating the newly launched Centre for Broadband Proliferation in Rural Areas (CBBPiR), Shri Shailesh Kumar Singh expressed his department’s readiness to collaborate and participate in this transformative initiative. He outlined the flagship programmes undertaken by his department and highlighted the potential synergies with CBBPiR. Additionally, Shri Deb Kumar Chakrabarti, Director General of NTIPRIT, elucidated on the jurisdiction and scope of the new Centre of Excellence, providing clarity on its role and functioning. The event saw active participation from industry stakeholders, academia, PSUs, and officials from the Department of Telecom and Ministry of Rural Development, fostering a collaborative environment for dialogue and action. Minister Ashwini Vaishnaw unveils financial upgradation scheme

nion Minister of Communications, Railways and Electronics & Information Technology Shri Ashwini Vaishnaw today unveiled a financial upgradation scheme to improve service conditions and remove stagnation in service of more than 2.56 lakhs Gramin Dak Sevaks (GDSs) working in the Department of Posts. DoT extends deadline for Expression of Interest for Sangam

Digital Twin Initiative from 15th March to 5th April 2024 Over 950 individuals and organizations  have pre-registered 30+ organizations share insights, drawing 500+ attendees to Outreach Programmes Department of Telecommunications (DoT) officially launched an Expression of Interest (EoI) on February 15, 2024, inviting participation in the Sangam: Digital Twin Initiative. This EoI process was structured in two stages, with the initial response deadline set for March 15, 2024. Leading up to this deadline, the DoT orchestrated a series of three informative and interactive outreach programmes in Delhi, Bengaluru, and Hyderabad, with the final event held on March 12, 2024. More than 30 organizations both government and private made presentations during these outreach programmes and presented their work and underlying capabilities that may be useful for Sangam Initiative. These events played a crucial role in sparking interest among potential participants, leading to meaningful interactions where many organizations indicated their intent to engage with the EoI process. The dedicated website for the Sangam: Digital Twin Initiative, https://sangam.sancharsaathi.gov.in/, has experienced remarkable engagement, attracting over 950 individuals and organizations who have pre-registered to stay informed and connected with the initiative. The outreach programmes have seen active participation from approximately 500 attendees, reflecting a significant interest in the initiative. In response to the overwhelming interest and enthusiasm from industry pioneers, startups, MSMEs, academia, innovators, and forward-thinkers, and successful conclusion of outreach programmes at Delhi, Bangalore and Hyderabad the DoT is pleased to announce the extension of the deadline for the submission of Expressions of Interest (EoI) for the Sangam: Digital Twin initiative. The Sangam initiative, aimed at revolutionizing infrastructure planning and design through the utilization of cutting-edge technologies and collective intelligence, has garnered significant attention since its unveiling. Recognizing the importance of ensuring maximum participation and inclusivity, the DoT has decided to extend the timeline to provide interested parties with additional time to prepare and submit their proposals. The new deadline for the submission of EoI responses is now 5th April 2024. This extension offers stakeholders across various sectors a greater opportunity to engage with the Sangam initiative, contribute their innovative ideas, and actively participate in shaping the future of infrastructure development in India. The Sangam: Digital Twin initiative represents a collaborative effort to harness the power of technology and collective intelligence for sustainable and efficient infrastructure solutions. Sanchaya Tax

The Revenue and Licence System“Sanchaya” is an application software suite developed for the computerisation of Revenue System in local governments. This application handles property tax, profession tax, rent on Land and building and licenses such as Dangerous and Offensive (D&O), Prevention of food Adulteration (PFA) and Advertisement tax etc. Utility payment services like Hall booking, ambulance, vehicles, crematorium, payment on water bill etc. The Government of Kerala launched the Sanchaya portal, an e-governance application software, to digitise property-related services such as sanchaya tax, property tax calculation, sanchaya tax payment, sanchaya ownership certificate, sanchaya property tax status, etc.  Citizens of Kerala state can log into the Sanchaya portal to access revenue and license department services. Sanchaya online services allow for a seamless collection of taxes, levies and fees by the Local Self Government (LSG) department of Kerala.  Features Streamlining Revenue System General public can create online account to group various properties owned within Kerala. Various activities can be done using a single login. The owner will also get period SMS/ email alerts Status (payment successful/failed) will be intimated to the payee through email or SMS e-File property tax self assessment form (under the new plinth-area, self-assessment based rule) No expense incurred by the local body Local government can generate Demand-Collection-Balance statements at any point of time. Local governments can easily identify big defaulters and take necessary steps for revenue realisation. This event will be hosted by the Telecommunication Engineering Centre (TEC) of the Department of Telecommunications (DoT) and the Indian Council of Agricultural Research (ICAR), Department of Agricultural Research and Education (DARE), Ministry of Agriculture and Farmers’ Welfare, Government of India. The event was hosted by TEC (DoT) in collaboration with ICAR at the National Agricultural Science Complex (NASC), ICAR, New Delhi. The workshop held wide-ranging discussions delving into the applications of Artificial Intelligence (AI), Internet of Things (IoT), Unmanned Aerial Vehicles (UAVs), and other cutting-edge technologies across the agricultural value chain. Topics ranged from production to consumption, including post-harvest management and marketing. Participants explored how these technologies can empower farmers with real-time data, predictive analytics, and actionable insights, thereby addressing the challenges posed by global population growth and climate change to traditional farming practices. Shri Ajay Kumar Sahu, Member (Services) & Additional Secretary (T), DoT highlighted the pivotal role of telecommunications in advancing digital agriculture and bridging the rural-urban digital gap. India aims to empower farmers with digital connectivity, innovative tools, and real-time market access, fostering inclusive growth and sustainable development in the agricultural sector, he added. Mr Seizo Onoe, Director of Standardisation at the International Telecommunication Union (ITU),  highlighted India’s increased engagement with ITU and the importance of building bridges between different areas of expertise to develop impactful international standards for digital agriculture. Ms Tripti Saxena, Sr. DDG & Head, TEC emphasized the potential of technologies like IoT and AI to revolutionize agriculture. She outlined that by leveraging emerging technologies and IoT solutions like sensors and drones, farmers can monitor soil conditions, optimize resource utilization, and maximize crop yields, paving the way for a sustainable and productive future in agriculture. Dr S K Chaudhari, DDG (NRM), ICAR emphasized the significance of the workshop for Indian agricultural research, aligning with ICAR’s centenary and this year’s focus on digital technology, aiming to advance the agricultural sector through IoT and AI. The workshop was followed by inauguration of the exhibition area. Exhibition stalls, facilitated by ICAR, showcased the real time applications of emerging technologies by various start-ups in the agricultural domain.
