Public Health Management (PHM) involves the planning, organizing, and implementation of health-related initiatives to improve the health of populations, prevent diseases, and promote overall well-being. It is crucial for health professionals, policymakers, and organizations working to address public health challenges.Over last six to eight years, I have been a strong proponent of Population Health Management and of leveraging its use in healthcare cost efficiency, affordability and accessibility thus enabling value based care. The essential element of Population Health Management is that of assessment of outcomes to healthcare interventions using Business Intelligence (BI) tools, employing analytical, statistical and computational tools in the process. The term population health is used synonymous with population medicine and population health science.
Population Health Vs Public Health
Kindig and Stoddart (2003), define population health as “an approach [that] focuses on interrelated conditions and factors that influence the health of populations over the life course, identifies systematic variations in their patterns of occurrence, and applies the resulting knowledge to develop and implement policies and actions to improve the health and well-being of those populations.”
Population health is concerned with both the definition of measurement of health outcomes and the pattern of determinants. Determinants include medical care, public health interventions, genetics, and individual behavior, along with components of the social (e.g., income, education, employment, culture) and physical (e.g., urban design, clean air, water) environments.
Public health, on the other hand, can be defined as what “we as a society do collectively to assure the conditions in which people can be healthy” (Institute of Medicine, 1988)
The essential difference between Public Health and Population health is that, public health typically is a broader term and is a state / govt initiative. The element of outcomes and its financial relationship, quality of life and value of care / treatment is primary motive of Population Health Management!
